The City of Vero Beach is the county seat and the largest incorporated municipality with an estimated population of more than 17,700. Greenery, open space, unspoiled beaches, and ocean vistas characterize this community which is the commercial and cultural center of the county. Originally a stop on the Florida East Coast Railroad, Vero Beach was incorporated in 1910. The city is under a council-manager form of government.
